Roulette timeouts are 1 minute, 5 minutes, 10 minutes, 1 hour, 24 hours, and 1 week.

When a user uses /roulette

• They will have a 1 in 7 chance of being 'lucky'

• Every other chance is a timeout

When an admin uses Roulette User

• The user will have the same chances as above
